COAST GUARD ISLAND, ALAMEDA, Calif. - Capt. Tedric R. Lindstrom will relieve Cmdr. Jeffrey C. Jackson as commanding officer of Coast Guard cutter Healy at a change of command event Thursday at 9 a.m. in Seattle.
The change of command follows the permanent removal of Healy's previous commanding officer, Capt. Douglas G. Russell, on Sept. 29 for loss of confidence in his continued ability to command. Russell was in command when Lt. Jessica Hill, 31, of St. Augustine, Fla., and Petty Officer 2nd Class Steven Duque, 22, of Miami, died during an ice training dive 60 feet off Healy's bow on Aug. 17. The ship was located in the Arctic Ocean approximately 500 miles north of Barrow, Alaska, when the accident happened. The accident is still under investigation.

Aug. 30 Capt. Russell was temporarily relieved of command in Kodiak, Alaska, and Capt. Oliver took temporary command to sail the ship to Seattle.
Sept. 3 Cmdr. Jackson took temporary command from Capt. Oliver upon Healy's arrival in Seattle.
Sept. 29 Capt. Russell was permanently relieved of command.
Oct. 12 Capt. Lindstrom will assume command.
Lindstrom previously served as chief of response for the Thirteenth Coast Guard District in Seattle, where he oversaw maritime homeland security, search and rescue, and law enforcement operations in the Pacific Northwest. Lindstrom's arrival will ensure continuity of command and unit readiness are maintained aboard Healy.
Jackson has served as Healy's temporary commanding officer since the ship returned to Seattle on Sept. 3. He will return to his normally assigned duties as Healy's executive officer.
Coast Guard Pacific Area Commander Vice Adm. Charles D. Wurster will preside over the event.
